LEBANON, Ind. — The Lebanon Community School Corporation Superintendent, Jon Milleman, was caught in an elaborate lie while discussing the school district’s “gender” policy at the LCSC School Board meeting last week. While Milleman spent nearly 10 minutes going into great detail on what he claimed were school policies regarding “gender,” including when to allow boys to use the same locker rooms/bathrooms as girls, no policy actually exists.
This comes after immense backlash from the community following a REAL News Central Indiana story highlighting a 6th grade girl speaking out about a boy using the girls’ locker room at Lebanon Middle School.
MILLEMAN LIES
“Often, this situation starts when a student requests to be identified by a name inconsistent with their birth certificate.” Milleman stated, before getting into all of the details surrounding what he falsely portrayed as policy. “Our counselors and administration does an amazing job working with the families and students in this situation.”
Milleman then went on to lie about the district’s non-existent bathroom and locker room policy.
“The counselors and administrators require additional assurances of the validity of the student’s transgender status and that the transgender status is likely enduring… those items would include things like the length of time that the student has presented as that gender, the length of time that student has presented at school and at home… the parent’s understanding and acknowledgement that the student identifies outside of school and in their family circles and social circles as that gender… a diagnosis of gender dysphoria… and we discuss with the students and families the concerns of other students.” Milleman said.
“If the administration is not assured of the legitimacy of the transgender status, the maximum we would be agreeing to would be a private space.”
While Milleman presented all of this to the school board as if it were the district’s policy, REAL News Central Indiana had already confirmed through a public records request that LCSC does not have a gender policy for any of its schools.
On March 11th, RNCI sent the following request to LCSC: “Public records that contain bathroom and locker room policies regarding gender and/or sex for each — High School, Middle School and Elementary School. I am also requesting policies for the use of pronouns for students and teachers at each — Middle School, High School and Elementary School. I am also requesting documents used for gender support plans in each — High School, Middle School and Elementary School (if such documents exist).”
The LCSC administration responded to our request on March 15th, stating, “Lebanon Community School Corporation does not have records or documents applicable to your request.”

CAUGHT IN A LIE
Approximately 20 minutes after Milleman gave his “gender policy” presentation, a parent took to the podium to ask several questions. The school board attorney then turned to the superintendent, advising him to make the policy and all documents available to the public.
“Is that policy not available?” LCSC School Board attorney Kent Frandsen asked. “Is that procedure not publicly available.”
“It’s not a written (unintelligible).” Milleman responded.
“The steps that the administration takes to evaluate the legitimacy, the sincerity of a claimed transgender status… the checklist I’ll call it of what you do when somebody asks to be given transgender treatment is a public record.” Frandsen said.
“We have not created a written procedure at this time.” Milleman stated, despite spending nearly 10 minutes reading what he claimed was the district’s policy off of his computer just moments earlier.
Shortly after, Attorney Frandsen suggested the district create a written policy and make it public. However, the board did not take any action.
