HAMILTON COUNTY, Ind. — A policy by the Hamilton East Public Library Board to move pornographic and inappropriate material from the children and teen sections into the adult area of the library continues to be a contentious issue among a small group of residents and a minority group of board members. The new policy passed late last year along a 4-3 vote. The three board members who voted against the move consist of two local lawyers and a marketing executive. Since then, according to sources, those three board members and the Library Director have appeared to have been attempting to stonewall the new policy, which can be read in its entirety below.
“The library director is taking her time implementing the policy. She is purposefully emptying shelves, claiming they’re reviewing all of the books, to make it look like books are being banned and removed. That’s not the case.” One source tells RNCI. “It’s a simple policy but some people want to keep this material in place and plan to change the policy if there is a change in the makeup of the board.”
EXAMPLES OF BOOKS
Several books containing graphic images and descriptions of sex have historically been kept in sections meant for children. One book that has since been moved is titled, Let’s Talk About It: The Teen’s Guide to Sex, Relationships, and Being a Human. Let’s talk about it is a graphic novel which gives depictions of sexual acts, directs children on how to perform the acts, tells kids to watch pornography and advises kids to go into internet chat groups to discuss their sexual fantasies.
Below are just a few excerpts from other books that have been removed from sections for children.

You gush—that is the word, the only word—you gush as the pleasure becomes too much to survive, and it bursts like a shaken-up can of soda, it tickles and it burns and it ripples from your center outward, in pulses of sensation so intense you are pinned by them … Hand still wrapped around his erection, you lean up to kiss him … his dark, flat chest, the tight black curls of his pubic hair surrounding his erection. It’s wet-tipped and urgent, and you stroke it with your fingers … you kneel over him, letting your hair hide your face as you reach between your bodies, find his penis, and guide it toward the entrance of your vagina … you lower yourself onto him, his hands gentle on your hips … you sink all the way down, as you feel a tear deep inside you, painful but not terrible, as you feel yourself full of him, of James. And then you move, careful and slow, your hands on his chest, his on your hips, your thighs, and it’s not long before his face tightens up, he makes a low groan, and he shivers beneath you.”
“Feeling him against me that way made me so excited I couldn’t lie still. He rolled over on top of me and we moved together again and again and it felt so good I didn’t ever want to stop—until I came … He led my hand to his penis … I let my hands go everywhere … moving my hand up and down according to his rhythm. Soon Michael moaned and I felt him come—a pulsating feeling, a throbbing … then wetness. Some of it got on my hand but I didn’t let go … We both left on our underpants but after a minute Michael was easing mine down and then his fingers began exploring me. I let my hands wander across his stomach and down his legs and finally I began to stroke … “Oh, yes … yes … ” I said, as Michael made me come. And he came too …”
BOARD MEMBERS AGAINST MOVING PORNOGRAPHIC CONTENT
Andre Miksha
Andre Miksha is one of the three board members who voted against moving the pornographic and inappropriate content into adult sections. According to his Linkedin account, Miksha was a Deputy Prosecuting Attorney in Hamilton County for more than 15 years. He recently took a job as the Special Counsel and Assistant to the Deputy Director of the Indiana Prosecuting Attorneys Council (IPAC). Miksha was appointed to the board by the Hamilton Southeastern School Board. His term expires in 2025.
Craig Siebe
Craig Siebe also voted against moving the material into adult sections of the library. Siebe is currently an Associate Lawyer with Nickloy Albright & Gordon located in Noblesville. He was appointed to the board by the Hamilton County Commissioners. His term expires in 2025.
Michelle Payne
Michelle Payne is is currently the Vice President of Elements Financial in Indianapolis, where she has worked for more than 20 years. Prior to that she was the Director of Public Relations for Families First. She was appointed to the board by the Noblesville School Board. Her term expires in 2026.
